Spark AI Matrix Country Prototype Framework: Safe AI Learning, Culturally Co-designed Holographic Personas, Disability-led Phygital Economies and AI Community Centres, with a Synthetic 'Economic Flip' Benchmark

This working paper is a proposal and design framework, not a report of results. It extends the author's paper 'Consciousness Planet Shift: A 25-Year Architecture for AI, Holographic Technology, Cultural Sovereignty, and Inclusive Human Development' into a country-adaptable prototype kit: a fillable Country Node Profile and 10-step localisation procedure (with two illustrative worked examples, Canada–New Brunswick and Morocco); a safe-learning lesson frame for an NLP AI guide using culturally co-designed persona avatars, aligned to UNESCO, OECD, WCAG 2.2 and EU AI Act guidance; a 'Social Crystallization' community-event method for empathetic storytelling at holographic arena events (effects are untested hypotheses); a phygital economic cycle; an NFC-first tourism trail with an optional non-financial proof-of-visit stamp and a disability-led web-series content engine; a funding and Sponsor Challenge Program with a governance firewall; an AI Community Centre reference design with a documented solar and battery sizing method; rollout gates; a risk register; a claim-filter table; and (new in v1.1) an Assurance Layer that maps ten 'epistemic engineering' patterns from the author's public research prototypes to kit modules (evidence passports, persona leases and audit ledger, refuse-instead-of-guess, share-conclusions-not-data, a display safety envelope citing WCAG 2.2 SC 2.3.1, executable consent/cultural-authority/accessibility/payment gates, failure capsules, a reproducibility passport, and a no-verified-lower-bound-no-headline rule), a battery and display safety floor with transport and electrical-code cautions, and a pre-registration-style pilot validation protocol. An accompanying open-source Python model compares 'No plan' and 'Society upgrade plan' scenarios over 10 years. All model parameters are labelled assumptions and all outputs are synthetic illustrations, not forecasts. No validated results, pilots, partners, sponsors or funding are reported. The framework makes no medical or therapeutic claims and does not claim machine consciousness. NFTs, if used at all, carry no promised value or return.
