Abstract:Modern constitutional democracies face an acute structural convergence between centralized, mutable administrative identity registries and ubiquitous, AI-powered optical biometric surveillance. Drawing upon institutional and empirical evidence from the 2025-2026 nationwide Special Intensive Revision (SIR) of electoral rolls in India—which resulted in the administrative removal of approximately 130 million entries amid documented internal Election Commission objections regarding centralized software control (ECINet/ERONET) and automated "logical discrepancy" flags—alongside the simultaneous deployment of wearable AI-enabled smart glasses equipped with real-time facial recognition at public assemblies, this monograph formalizes the mathematical and constitutional pathology of asymmetric state visibility. To resolve this pathology, we introduce a deterministic dual-interlock governance architecture built upon a Zero-Knowledge Virtual Machine (QFS-zkVM) operating over the 64-bit Goldilocks prime field (p = 2^64 - 2^32 + 1) coupled with Human-in-Command (HIC) constitutional hardware gates. First, we replace mutable relational voter databases with an append-only Sparse Merkle Accumulator (Q-SAFA: Quantum-Safe Anonymous Franchise Attestation) governed by an Anti-Purge State Transition Invariant that mathematically prohibits bulk administrative deletions or software-generated objections without a valid zk-STARK proof of multi-party statutory quorum and citizen-acknowledged due process. Second, we formulate a physical-layer hardware interlock (PHOENIX_BRIDGE / PHOENIX_ROUTER) under Real-Time Oversight Protocol 2.0 (RTO P2.0) that enforces pre-execution cryptographic hard-stops against unauthorized registry mutation and warrantless wearable facial recognition, harmonizing fundamental privacy jurisprudence (Justice K.S. Puttaswamy v. Union of India) with fiduciary oversight standards (SEC Rule 15c3-5 analogs and Delaware Caremark duties).
