The Speed of Light as a Spacetime Conversion Rate: The Conflicting Conceptions of Time in Relativity and Quantum Mechanics, and Their Scale Interpretation This paper follows up on the open question left by Breakthrough and Rewriting of Life's Internal Boundaries: From the Uncontrolledness of Cancer to the Controllability of Regeneration, and poses a more foundational question: what is the role of the speed of light c in the mass-energy equation? Why are the treatments of "time" in relativity and quantum mechanics mutually incompatible? This paper does not attempt to overturn the constancy of c; rather, it reinterprets the role of c: c is not the "speed of light," but the upper bound of transfer in the temporal-projection direction of the evolution of the spatial structure of this space. The c^2 in E = mc^2 is the scale-conversion coefficient of spatial-structure disturbance propagation. The paper further points out that the numerical value of the "second" as a unit of time is simultaneously affected by three variables: the natural quantity (the spatial evolution of the observed object/environment itself), the artificial definition (the normalization choice of the observer/observation system), and the relative stability of the observer/observation system/reference frame. Each of the three can change separately, individually, simultaneously, or in array combinations. Under normal conditions these changes are normalization-locked into a stable reading; upon changing scale, reference frame, or observation system, the locking condition is broken and the changes of the three variables are exposed. The paper shows that the true conflict between relativity and quantum mechanics lies not in the unification of "forces" but in the opposition of their conceptions of time: in quantum mechanics time is an external parameter, while in general relativity time is a dynamical quantity. The PIS (Parallel Intersection Studies) interpretation is: this is not a contradiction between two theories but two descriptions of the same spatial evolution at different observational scales. The observational regime inhabited by human beings falls within the membrane space (scale transition band) between the quantum domain and the gravitational domain (note: "membrane space" here refers only to a scale transition interval and is unrelated to the D-branes of string theory). The paper offers three comparable experimental targets: millimeter-scale optical-lattice-clock gravitational redshift, atomic-interferometer free-fall quantum phase, and quantum-delocalization corrections to gravitational redshift. The common feature of these three experiments is that "second-reading differences" are measured inside quantum systems, and such differences can be modulated by quantum interactions.
