This analytical working paper asks what changes when the object itself may change while institutions are still attempting to observe, characterize, bound, treat and transfer its exposure, with particular attention to whether increasingly autonomous artificial intelligence systems alter the degree, speed or institutional requirements of existing risk problems. Its evidence cut-off is 1 October 2026, and it is not an empirical multi-case study. The methodology includes the Structural Gap Test, the Market Maturation Test and the Independence Test. The paper does not presume that new institutions are required; it tests whether existing arrangements can perform the relevant functions with sufficient independence, continuity of evidence and capacity. The strongest current function-level result is Function A (Independent Verification) PARTIALLY SUPPORTED; Function B (Evidence Continuity) and Function C (Systemic/Common-model Capacity) are INDETERMINATE. Market Maturation, autonomous external action as a difference in kind, the Compressed Institutional Clock, AI intensification of the verification/trigger trade-off and Institutional Interfaces are also INDETERMINATE. No paper-level hypothesis in the Final Result Table reaches SUPPORTED. The paper therefore presents an auditable evidence map of what is documented, inferential, partially tested or unresolved rather than a definitive empirical estimate of institutional failure.
