This study aims to analyze and document the implementation of village apparatus planning management in enhancing public service effectiveness in Gajah Village through the 2026 UINSU State Islamic University Field Work Placement (KKN) program. A qualitative approach with field research action methodology was utilized in this investigation. Data were gathered through participatory observation, in-depth interviews, focus group discussions, and documentary analysis of population administration services as well as posyandu basic social services. The findings reveal that participatory assistance provided by UINSU KKN students successfully transformed village apparatus governance into a more structured, transparent, and accountable framework. Clear role division, workplace environment reorganization, and administrative workflow simplification significantly reduced bureaucratic bottlenecks and accelerated document processing times. Furthermore, apparatus capacity building integrated with religious and community-based approaches effectively enhanced public trust and satisfaction regarding local government performance. This study concludes that integrating structured planning management with applied academic assistance successfully establishes independent, responsive, and sustainably oriented local bureaucratic governance focused on delivering excellent public service.
