Value-based procurement requires methods that evaluate the quality of clinical evidence supporting medical devices in addition to acquisition costs. However, standardized approaches for assessing the methodological quality of evidence submitted during procurement procedures remain limited. This study describes the development and pilot application of a framework for evaluating clinical evidence in regional medical device procurement. This experience has been conducted in the Tuscany region of Italy.
