This study identified neighborhood-scale disaster risks and proposed improvement measures by integrating multi-scale spatial analysis with participatory risk assessment. Statistical and GIS analyses were used to narrow the study area from Seoul’s autonomous districts to administrative-dong and census-block levels. Resident and stakeholder surveys, interviews, focus group interviews, and field surveys were then conducted to identify specific risks related to pedestrian safety, vulnerable groups, semi-basement flooding, and infrastructure safety. Based on a policy review and expert consultation, 13 new or expanded safety measures were proposed. The study identified risks that may be overlooked when using administrative-area averages and translated local stakeholders’ experiences into feasible policy measures.
