This article is devoted to the theoretical and legal analysis of the policy of conservative stabilization as a form of legal policy in contemporary Russia. Under the crisis of the neoliberal model of globalization and actualization of the protecting traditional values, conservative stabilization is viewed not as a situational defensive measure, but as a systemic activity undertaken by public authorities based on the constitutional ideology and aimed at safeguarding traditional Russian spiritual and moral values. A methodological framework of the research is dialectical, historical, systems-structural, axiological, formal-legal, and comparative-legal methods. The author proposes a definition of the policy of conservative stabilization and identifies its four essential characteristics: a constitutional-ideological determinant, the reliance on the national concept of Russia as a “civilization-state”, actualization amidst ideological threats, and the realization through the system of legal measures of a prohibitive and incentive kind. It is argued that this policy does not violate the constitutional prohibition against establishing a compulsory for all, state ideology as it reflects a supra-partisan, nationwide value consensus enshrined in the Constitution of the Russian Federation. The paper concludes by highlighting the need to systematize the legal foundations for patriotic education and the protection of traditional values.
