Subject. Organizational and legal mechanisms for the interaction of territorial public self-government with local self-government bodies. Objectives. Analysis of internal factors affecting the efficiency of the territorial public self-government system in their activities. Methods. Comparative-legal, systems analysis. Results. The main problems in the interaction of territorial public self-government with authorities are the legal uncertainty of the status of territorial public self-government, the dominance of a paternalistic model, resource imbalance, a lack of skills among activists, and low levels of trust. It has been found that institutional forms of interaction adapt to the local context. A comprehensive model for improving the territorial public self-government system has been developed, integrating personnel policies, continuous professional development, and the implementation of digital platforms. Conclusions. Overcoming the crisis of the territorial public self-government institute is possible by moving from spontaneous self-organization to designing sustainable management cycles.
