The Pekandangan–Jatibarang Underpass is an important transportation facility that supports traffic flow and regional connectivity in Indramayu Regency. The increasing level of community activities in the surrounding commercial and residential areas has led to a continuous rise in traffic volume, potentially reducing the road's level of service, particularly during peak hours. This study aims to analyze traffic volume characteristics, evaluate the level of service based on road capacity and degree of saturation, and develop traffic management recommendations for the Pekandangan–Jatibarang Underpass. The study employed a quantitative evaluative approach using the 2023 Indonesian Highway Capacity Guidelines (Pedoman Kapasitas Jalan Indonesia/PKJI 2023). Primary data were obtained through three days of traffic volume surveys (traffic counting), while secondary data included road geometric characteristics, existing underpass conditions, and technical documents obtained from relevant agencies. The analysis consisted of calculating traffic volume, road capacity, degree of saturation (DS), and Level of Service (LOS). The results indicate that the highest traffic volume occurred on Monday from 7:00 to 8:00 p.m., reaching 1,358 PCU/hour, while the road capacity of the Pekandangan–Jatibarang Underpass was 1,223 PCU/hour. The degree of saturation ranged from 0.30 to 1.11, with the highest value of 1.11, indicating that traffic demand exceeded the available road capacity. The road performance was predominantly classified as LOS B and LOS C, but deteriorated to LOS F during peak hours, indicating that the traffic performance was no longer optimal. Based on these findings, recommended measures include implementing traffic management during peak periods, controlling roadside activities, regulating heavy vehicle movements, and increasing the underpass capacity as a long-term solution to improve traffic performance.
