Subject. Technologies for ensuring the sustainability of Russia’s international settlements under sanctions and amid the transformation of the financial system. Objectives. To develop an integrated technology combining the swarm principle (decentralized nodes) and a report on excessive bank activity. Methods. The study employs system and case analysis, empirical observations and analogies (swarm model), as well as elements of quantitative analysis. Data were collected using the BankAlysis platform. Results. Personal and economic risks have been identified. A three‑tier technology is proposed: an agent network, an activity database, and an analytical module. The swarm principle and the system for assessing excessive bank activity via the intervention index are substantiated. Conclusions and Relevance. Distributed settlements are effective provided there is monitoring and coordination. The proposed method enables a transition to proactive risk management. The results can be applied to optimize business international payments, distribute financial flows through less risky jurisdictions, synchronize logistics, and integrate into ERP systems (enterprise resource planning, enterprise resource management) and SCM systems (supply chain management, supply chain management).
