In the context of the implementation of the National Project "Tourism and Hospitality Industry," aimed at increasing the industry's share in GDP to 5 % by 2030, a critical gap is revealed between stimulating consumer demand and the physical capabilities of transport infrastructure. The article is devoted to a systematic analysis of the effectiveness of state support tools – tourist cashback programs, flat air fares and railway subsidies. It is shown that financial mechanisms provoked abnormal volatility of tourist flows, accelerated wear of the room stock and hidden pricing, without solving the problem of the throughput capacity of highways. Using the example of the Altai macroregion, a conflict of interest was investigated between growing passenger traffic and priority cargo exports on the Chuysky Trakt R-256 highway, as well as the infrastructure constraints of the Belokurikha resort. The scientific novelty of the work lies in the classification of logistics barriers by macro, meso and micro levels and the substantiation of the thesis about the transition of the industry to a bifurcation point, where extensive development has exhausted itself. The practical significance of the study is determined by the proposed optimization model, which includes the introduction of dynamic pricing for transit heavy vehicles, the launch of public-private partnership mechanisms for the construction of road branches to tourist trails and the synchronization of digital booking platforms. It is concluded that it is necessary to transform logistics from an auxiliary function into a basis for forming the cost of a tourist product through the intelligent distribution of resources of the Eastern Railway Polygon without large-scale capital investments.
