In Einstein-Cartan gravity the axial sector is where handedness lives, and this program's creation events carry a charge, Q = b * L: a defect is born, and the birth is charged. The weak sector has one fermion that lives almost wholly on the axial side of its ledger: the neutrino, left-handed in every interaction we have measured. This paper asks whether the second fact prices the first. The toll was registered in advance, in the Transplant Census's own words: take Q = b * L into a weak process, fix b from the home frame, compute an oscillation-phase or spin-precession shift, and grade it against published oscillation precision; the cell dies if the required b is already excluded, or if b must float freely to fit. I ran the pricing three ways - the letter, the scale, and the sector's own equilibrium - and all three return the same answer. The letter fails first: the L in the home law is a length of created defect line, not lepton number, and reading it as lepton number is a change of species, not a reading. The scale fails second: b is frame-free at home, its dial runs the dimensionless charge from 0.25 to 7.106153 x 10^52, so any shift the data allow can be fit and none is predicted. The equilibrium fails third, and hardest: the home law's own collapse result says a sector at equilibrium carries net charge exactly zero, and an oscillation baseline in vacuum is an equilibrium background, so the law predicts a phase shift of zero - the same zero the Standard Model predicts, bought with no new contact. No measured number in the neutrino ledger comes out priced rather than accommodated: not a mixing angle, not the mass ratio Delta m^2_21 / |Delta m^2_32| = 0.0307, not the mass floor the splittings set. Cell grade: RHYME. The bridge between the two fields is the word axial, used in both, meaning a current in one and a chirality in the other, and this paper prints that in its abstract because the Census ordered it printed wherever it is true. The home headline is not spent: the vacuum catastrophe stands NOT SOLVED. Sibling grades carried verbatim from TP-2: the sterile-partner's price CONSTRAINS; the Koide value 2/3 is NOT DERIVED; rho = 1 from house machinery is NOT DERIVED.
