In recent years, the system for monitoring Russia's technological and economic development has undergone a methodological transformation, the main motive of which is the need to implement the goals set by the President of Russia to achieve technological leadership. An important issue in the monitoring system for achieving new goals is the methodology for evaluating their achievements. As established in the first part of the study, current practice based on multilevel readiness scales is practically not feasible at the macroeconomic level and is in isolation from the actual results of the completion of the innovation cycle. The purpose of this article is to propose a system of indices characterizing the achievement of the technological leadership goal at the national level and to show the effectiveness of this system using the example of the chemical industry. To achieve this goal, the study proposed a mathematical apparatus for calculating indices characterizing technological and industrial autonomy, as well as competitiveness, verified data sources and tested the proposed tools. The scientific significance of the work lies in the development of the theoretical and methodological foundations for assessing economic development, taking into account the concepts of innovation cycles and national innovation systems. The practical value lies in the development of a technology policy monitoring tool based on indexes that meet the criteria of numeracy and reflect the real trends in the country's economic development. The proposed approach takes into account the strategic guidelines outlined by the President and connects them with measurable results, forming the statistical basis for a model of state management of technological development aimed at increasing the global competitiveness of domestic industry.
