The relevance of the study is determined by the transition of public administration to a platform model of service delivery, the growing demand for remote and proactive interaction with the state, and the need to improve the speed, targeting and quality of administrative procedures. The purpose of the article is to identify the role of artificial intelligence in optimising the provision of state and municipal services in the Russian Federation. The study clarifies the definition of artificial intelligence, examines the historical stages of AI development in public administration, analyses statistical indicators of implementation, identifies the factors of growth and stagnation, and formulates practical recommendations. The methodology includes analysis, synthesis, comparison, classification, and regulatory and statistical analysis. The article demonstrates that AI in public services is becoming a mechanism for the transition from fragmented automation to proactive, personalised and data-driven services. The main effects are associated with shorter service delivery time, lower transaction costs, wider accessibility and improved quality of managerial decision-making. The scientific novelty lies in the integrated interpretation of the link between digital infrastructure maturity, regulatory support and the effectiveness of AI deployment in public services. The practical significance of the work is reflected in proposals concerning data governance, personnel competencies, ethical standards and performance assessment of AI solutions in government bodies.
