A generalized stochastic evolution model is formulated for complex open systems represented by directed weighted graphs in a Length–Time–Information (L–T–I) coordinate continuum. Information potential is assigned the model dimension L²T⁻², active mass the dimension L³T⁻², and organizational power the dimension L⁵T⁻⁵. The dynamics combine non-Hermitian spectral operators, Wilson phase connections, structural impedance, nonlinear self-organization, stochastic diffusion, and four adaptive stabilization circuits. The formulation includes amplitude–phase decomposition, boundary classification, spectral-mode reduction, stationary probability distributions, analytical quadratures, exceptional-point corrections, cycle projections, periodic modulation, tensor-train factorization, and a five-component state-verification gate. The mathematical model is distinguished from the physical Schrödinger equation, and its applicability is stated conditionally upon dimensional consistency, operator closure, and experimental calibration. Implications for electromagnetic materials and nuclear processes are examined as hypotheses subject to independent physical conservation laws. No universal equivalence between stochastic organizational dynamics and quantum evolution, or experimentally established nuclear transmutation mechanism, is presumed.
