The Fermi Paradox highlights the contradiction between the high probability of extraterrestrial life and the complete lack of observational evidence for it. In this study, we propose a novel mathematical model based on the Adaptive Memory-Driven Coupling Framework (AMDCF) coupled with Critical Slowing Down (CSD) theory to simulate the expansion dynamics of an intelligent civilization across a 2D galactic domain. We model the "Great Filter" not as a static event, but as a dynamic safety valve. The civilization's expansion is modeled using a wave equation with logistic growth, while the AMDCF safety valve regulates this expansion based on resource depletion and historical instability (CSD risk). A sponge layer is implemented at the boundaries to simulate an infinite space and prevent artificial wave reflections. Simulation results reveal that while the civilization attempts to colonize the galaxy, the dynamic safety valve activates early. It throttles the expansion rate, preventing numerical/logical collapse (runaway expansion) and stabilizing the civilization's footprint. The final density profile forms a stable bell curve, demonstrating that advanced civilizations may reach a sustainable equilibrium (or localized collapse) before achieving interstellar visibility. This framework provides a new dynamical systems perspective on the "Great Silence" of the universe and offers a robust mathematical tool for astrobiology and the study of complex systems.
