The rapid advancement of information technology in the healthcare sector has prompted Community Health Centers (Puskesmas) to implement digital systems to enhance the quality of their services. One such system is the Electronic Community Health Center System (E-Pus)—a digital health information management system designed to support patient registration, electronic medical records, healthcare delivery, and health data reporting. This study aims to analyze the effectiveness of the E-Pus system in improving healthcare services at the Cibodas Community Health Center in Lembang District, West Bandung Regency, while identifying the factors that facilitate or hinder its implementation, using a qualitative approach. Data were collected through observation, interviews, and documentation. Key informants included the Head of Administration, physicians, nurses, midwives, medical record staff, laboratory personnel, pharmacists, and patients receiving care at the Cibodas Community Health Center. The data were analyzed using the interactive model developed by Miles, Huberman, and Saldana, which involves data condensation, data display, and conclusion drawing. The findings indicate that the implementation of the E-Pus system is effective and contributes positively to improving the quality of healthcare services at the Cibodas Community Health Center. The system has accelerated the patient registration process, enhanced the accuracy of electronic medical records, streamlined reporting procedures, and supported integrated health information management. Furthermore, E-Pus has contributed to greater efficiency among healthcare personnel and a reduction in data entry errors. Facilitating factors include the availability of information technology infrastructure, user-friendly system features, integration with the national health insurance agency (BPJS Kesehatan) and the Department of Population and Civil Registration (Disdukcapil), as well as the commitment of healthcare staff to utilizing the system. However, several challenges remain, such as a limited number of personnel with sufficient information technology competence, suboptimal use of certain E-Pus features, and unstable internet connectivity, which can disrupt the delivery of services.
