This study examines the management of Building Societies established under Japan’s Building Societies Act in Kanto region (1921–1971). Focusing on the emergence of permanent building societies, disputes between building societies and construction companies, and the liquidation of delinquent societies, it finds that permanent societies were created to meet large-scale housing demand. In disputed cases, Kanagawa Prefecture used building societies to provide relief to members. Delinquent societies were liquidated by prefectural governments in cooperation with a building societies union and a foundation. These findings underscore the importance of organizing housing demand and promoting it through housing policy.
