Drug abuse is one of the serious problems in Indonesia, especially in the productive age group including adolescents. The condition requires community-based prevention strategies that involve adolescents as agents of change. This service activity aims to describe the process of identification of initial understanding, implementation of tiered education, and institutional formation of peer anti-drug cadres (AKASARA) in Huntu Selatan Village. The activity began with mapping the characteristics and initial understanding of 55 adolescents (30 boys and 25 girls) from three hamlets through a pre-test questionnaire. Furthermore, socialization and workshops were conducted with three main materials, namely health promotion and substance abuse, P4GN legal literacy and the Juvenile Criminal Justice System (SPPA), as well as effective communication and peer counseling by speakers from BNNK and the Faculty of Law, Gorontalo State University. The identification results showed an average comprehension score of 82.2 out of 100, with variations based on gender, hamlet, and age group. The program resulted in the formation of AKASARA which was confirmed through the Decree of the Huntu Selatan Village Head Number 20 of 2026 with the support of the village government, BNNK, and Karang Taruna. This activity resulted in an integration model of health education, legal literacy, and peer counseling as a youth-based drug prevention effort that has the potential to be applied to similar communities.
