The article investigates structural and semantic features of Azerbaijani phraseological units formed as word combinations and sentences. It considers stability, reproducibility, semantic unity, figurative meaning and their communicative potential. The study aims to distinguish these two structural groups and describe grammatical and functional properties. Descriptive, structural and comparative analysis is applied to combinations containing nominal and verbal components, including expressions built around names of body parts. Attention is paid to the relationship between grammatical form, context and the syntactic function of a phraseological unit. Predicative fixed expressions are examined as constructions capable of conveying independent judgements, advice, warnings and evaluation. Their relationship with proverbs and sayings is considered, together with the conditional nature of classification boundaries. The analysis demonstrates why semantic unity, structural organization and communicative independence must be assessed together rather than in isolation. Azerbaijani examples illustrate the connection between phraseology, cultural experience and the figurative thinking of speakers.
