This study aims to analyze the management of the Teaching program on the Competency of Mechanical Engineering Expertise at SMK Negeri 13 Surabaya. The research is motivated by the high unemployment rate of vocational school graduates which shows that there is a gap between the competence of graduates and the needs of the industry. This study uses a descriptive qualitative approach with a case study design, and the data is analyzed in a descriptive-interpretive manner. The data of this research was collected through in-depth interviews with the head of the expertise program and mechanical engineering students, participatory observation, and documentation studies. The results of this study show that program management includes planning, organizing, implementing, and supervising. This planning includes selection and simulation for students as well as the readiness of materials and machines. Organizing in dividing the role of students according to their abilities with teachers as companions. This implementation involves students directly in industrial orders, while supervision is carried out through teacher assistance and industry feedback. This experience shapes machining skills, precision, responsibility, and understanding of industrial work processes in supporting the quality of graduates. However, the equal distribution of student opportunities, quality control, and continuous evaluation still need to be strengthened. This research can be a reference for other schools in managing Teaching Factories.
