Provincial irrigation agencies in West Java must allocate limited operation, maintenance, and rehabilitation budgets across ageing networks in uneven condition. This study develops a Multi-Objective Programming (MOP) framework for the 99 provincial-authority irrigation areas that integrates the six-aspect Irrigation System Performance Index (IKSI) of Ministerial Regulation No. 12/PRT/M/2015 directly into the optimization model, and links it to physical-condition assessment, budget scenarios, a five-year simulation, and qualitative policy interpretation. The model minimizes public expenditure while maximizing IKSI-weighted performance and the share of crop-water requirements met, subject to water, hydraulic, regulatory, and fiscal constraints. Evidence comes from a field survey of 99 canal segments and planning and budget documents. Of the 99 surveyed segments, 38 (38.4%) were in good, 41 (41.4%) in moderate, and 20 (20.2%) in damaged condition. Under the realistic budget scenario, the good-condition share is projected to reach 45.4–48.4% by 2029, an increase of 7–10 percentage points; this is a scenario projection, not a Pareto-optimal solution. The framework reframes irrigation budgeting as a strategic portfolio-allocation problem.
