This deliverable presents the third BRILIAN Policy Bulletin, providing an updated overview of the main European policy and legislative developments affecting the bioeconomy, with particular attention to developments during 2025 and those expected in 2026. It examines how the evolving EU policy framework influences rural bioeconomy development, bio-based value chains, investment and the cooperative business models demonstrated within BRILIAN. The report analyses major policy developments, including the EU simplification agenda and its Omnibus packages, the new EU Bioeconomy Strategy, the future Common Agricultural Policy and the Multiannual Financial Framework. It also reviews key legislative and policy instruments relevant to bio-based industries, including the Ecodesign for Sustainable Products Regulation, Circular Economy Act, industrial acceleration measures, public procurement, sustainability certification, packaging and plastics legislation, the Waste Framework Directive and initiatives concerning chemicals, soil, water and deforestation. Particular attention is given to the conditions required to scale up bio-based industries and biorefineries, including access to finance, regulatory coherence, permitting, reliable sustainability standards and stronger market demand for bio-based products. The deliverable connects these policy developments with the BRILIAN pilots, highlighting their contribution to sustainable biomass valorisation, rural development, investment readiness and the development of integrated bio-based value chains. Finally, it identifies key implementation risks, policy gaps and recommendations to strengthen the competitiveness, sustainability and market uptake of the European bioeconomy.
