This deliverable presents the BRILIAN Learning and Evaluation Framework, developed to monitor and assess the progress and performance of the project’s bio-based value chains and business models. The framework defines a comprehensive set of Key Performance Indicators (KPIs) and sub-indicators aligned with the project objectives, the CBE JU KPI framework and the Strategic Research and Innovation Agenda. The methodology structures the KPIs around five main pillars: legal and organisational, economic, social, environmental and technical. Indicators are assessed at three complementary levels: project, sector and pilot, covering the Spanish, Danish and Italian pilot cases. The framework combines stakeholder input, literature review, questionnaires and interviews, and applies a common achievement scale to evaluate progress and facilitate comparison over the project lifetime. The deliverable also establishes the baseline situation and expected evolution of the selected indicators, providing a structured basis for monitoring aspects such as economic viability, rural revitalisation, social acceptance, resource and energy use, circular economy, environmental impacts, productivity and technical viability. Overall, the framework provides BRILIAN with an adaptable tool for tracking progress, identifying areas for improvement and supporting the continuous evaluation of the project’s sustainability and performance.
