The prevention of workplace harassment and sexual harassment has become increasingly relevant within contemporary agendas of institutional governance, organizational integrity, and the protection of human dignity at work, particularly in organizations characterized by strong hierarchical structures and organizational complexity. In this context, the Military Police of the State of Amazonas established, through Normative Ordinance No. 001/2025/CMT G/PMAM, the Policy for the Prevention and Combating of Moral and Sexual Harassment within the Corporation. This study is part of a series of three interdependent scientific articles dedicated to the comprehensive analysis of this normative framework. This first investigation aimed to analyze the introductory provisions of the Ordinance, including its general structure, legal considerations, Article 1, and its sole paragraph, seeking to identify the normative foundations, institutional purpose, and scope of the policy. This is a qualitative, documentary, descriptive-analytical, and critical-interpretative study based on the analysis of Ordinance No. 001/2025-PMAM. The investigation was conducted through critical document analysis supported by the literature on public governance, public administration, organizational integrity, risk management, and dignity at work. The results demonstrated that the introductory provisions establish a normative framework aligned with contemporary models of preventive governance by recognizing moral and sexual harassment as phenomena associated with psychosocial risks and by defining the promotion of a dignified, healthy, safe, and sustainable work environment as the policy’s primary purpose. Furthermore, the expansion of the policy's subjective, spatial, and technological scope strengthens its protective capacity and its alignment with contemporary transformations in labor relations. It is concluded that the introductory foundations of Ordinance No. 001/2025-PMAM provide a consistent normative basis for the development of a preventive institutional policy, contributing to the strengthening of organizational governance and the protection of human dignity within police institutions.
