Works target NT-A9 (the PGT partition's cross-citations, papers #423-#429) at INCREMENTAL grade, the target's ceiling: a short partition-map packet so the Wave 12 census reads as one result. Gated first on all seven parents' printed exhibits, recomputed digit-for-digit from the record constants on the shared calibration ((l_T/l_P)^2 = 2.110614e37, q_post = 5.276535e36, kappa* = 8.397867e35). Ownership is extracted from each manuscript's own audit quotation and asserted: #423 owns D-001-040-44, #424 owns -41, #425 owns -42, #426 owns -43, #427 owns -34, #428 owns -38, #429 owns -40 -- seven items, all distinct, inside the audit range -34..-44, whose remaining numbers -35, -36, -37, -39 are owned by none of the seven and are printed as gaps with no owners assigned. The reference base is extracted from each packet's reference list: papers #9-#13 are shared by six of the seven (paper #9 in all six), while #427 stands outside the base on papers #8 and #17 -- printed at full size as the partition's root brick rather than smoothed over. The cross-citations are printed in full, counted from the files: 7 directed edges (423->426, 426->423, 424->425, 425->424, 428->423, 428->426, 429->425), two mutual pairs (census/re-opener; driver-law/rate), #428 and #429 citing into the spines and cited by neither, and #427 isolated (out 0, in 0), agreeing with its off-base position. Partition invariant: 7 of 7 owned items closed, 0 of 7 owed objects produced; every closure a negative, a classification, a price, or an identity. One parent discrepancy is carried openly: paper #429's manuscript Fermi occupations (0.9933 / 0.7311) are the complements of its notebook's computed values (0.0067 / 0.2689); the gate follows the notebook and the map spends only #429 exhibits on which text and notebook agree. No parent edited. Quantum gravity NOT SOLVED; vacuum catastrophe NOT SOLVED.
