Modern artificial intelligence and distributed ledger systems face critical challenges regarding unconstrained resource consumption, systemic energy over-exploitation, and a lack of intrinsic governance mechanisms. In this paper, we propose the Casino Protocol Framework, a novel mathematical and architectural model that integrates non-linear phase transition dynamics (y = x^2) and real-time energy-balance validation directly into deep neural network layers. By continuously monitoring system-wide energy thresholds (E > Ethreshold), the proposed validation module dynamically applies governance penalties and suppresses logits to enforce equilibrium. We demonstrate the practical implementation of this framework using PyTorch, detailing both the core neural architecture and a real-time API-driven application that successfully maintains systemic stability through automated intervention protocols (CASINO ALERT).
