There is an increasing demand for organic foods globally, although thorough assessment frameworks with certification criteria along the supply chain are limited. This research implements a dual-matrix Quality Function Deployment (QFD) framework for Indonesian organic rice to evaluate the organic certification preparedness of the organic food supply chain. It includes SNI 6729:2016, IFOAM, Codex and USDA Organic standards for farmers, processors and logistics providers. It provides a systematic approach from certification requirements to important supply chain skills and prioritised improvement projects. Based on structured data from three expert practitioners and the practical applicability of the framework in a large organic rice enterprise in East Java, the highest priority capabilities are land managers’ risk mitigation ability, handler certification, and organic system plan completeness. The improvement program’s top priorities are the verification of organic input sources and the mitigation of contamination of the production process. Managerial capability and documentation are key to organic certification readiness in the scenario investigated. The framework extends multi-stage QFD to a cross-actor, multi-standard method to detect capacity gaps and to prioritise changes linked to certification.
