This paper presents the global empirical validation for the Wikaira Decipherment Framework, cataloging 76 distinct historical accounting traditions spanning six continents and 5,000 years of human history (c. 3300 BCE – 2026 CE). By examining physical materiality, sign typologies, metrological systems, and administrative mechanics across all 76 corpora, this study proves that early writing and graphic systems did not originate as phonetic transcriptions of spoken prose. Instead, humanity universally invented non-linguistic, tally-driven accounting databases to manage resource allocation, labor distribution, and tax assessments under conditions of material scarcity. This master matrix provides the comparative foundation that validates the functional decipherment of five ancient undeciphered scripts: (1) Indus Valley Script, (2) Proto-Elamite, (3) Cretan Hieroglyphics, (4) Cascajal Block Olmec, and (5) Rapa Nui Rongorongo. Formal zero-sum balance conservation equations are derived under the Four Universal Epigraphic Laws. OFFICIAL PRIZE CLAIMS & INSTITUTIONAL NOTICE: 1. Formal Scientific Priority & Bounty Claims: The Lead Author asserts scientific priority and registers official claims to the $1,000,000 Indus Valley Decipherment Prize / Bounty (Archaeological Survey of India registration) and associated international awards (Dan David Prize, ERC Frontier Research Grants) for solving the five core undeciphered script mysteries. 2. Proprietary Phase II Operational Boundary: Phase I (Laws I–IV and 76-Corpus Matrix) is herein published as open-access public record. Phase II—comprising advanced epigraphic laws, proprietary field insights (such as Rapa Nui boat glyph typologies and Lothal dockyard flow ratios), and unexcavated site target coordinates—is held under active proprietary development. 3. Call for Institutional Sponsorship: Universities, academic departments, or funding bodies seeking to host Phase II operations, sponsor field expeditions, or establish an institutional research chair are invited to contact the Principal Investigator directly (limitlessmusicagency2015@gmail.com).
