This study examines how urban design guidelines relate to project-level development outcomes in Tokyo’s Otemachi–Marunouchi–Yurakucho district. It analyzes 33 redevelopment projects (51 buildings), comparing streetscape-oriented and open space network-oriented areas from the perspectives of urban functions and urban spaces. The findings show that development outcomes are shaped through interactions among statutory planning tools, urban design guidelines, market conditions, and project-level decisions, with differences between the two spatial typologies. The study also examines beyond-compliance development and contributes to urban design governance research by positioning urban design guidelines as official non-binding guidance mediating between statutory planning conditions and project-level design decisions.
