This study examines Special Urban Renaissance Districts in central Tokyo to investigate the transfer of design intentions behind green spaces from the planning to management stage. The results of requesting disclosure of administrative documents showed that public records—due to their short retention periods—cannot adequately document the design philosophy of green spaces and that professional journals supported the filling of this gap. To ensure the quality of sustainable green spaces in the future, continuous information sharing and evaluation frameworks must be established through public–private collaboration, with project completion specified as the starting point of management.
