Ministerial Regulation of Administrative and Bureaucratic Reform Number 6 of 2022 replaced the annual, administrative appraisal of Indonesian civil servants with a continuous cycle of planning, monitoring, performance dialogue, appraisal and follow-up, supported by the electronic performance application e-Kinerja. This study synthesizes empirical evidence on how this reform has been implemented. Following PRISMA 2020, five search strings retrieved 130 records; after removing duplicates and screening, 45 journal articles published between 2022 and 2025 were analyzed thematically. Most studies were qualitative case studies in district and municipal governments, and publication output rose sharply in 2024–2025. Seven themes emerged. The most frequent concerned the readiness of the e-Kinerja system and infrastructure (22 studies), reported benefits for transparency and accountability (18 studies), and limited employee capacity to formulate performance targets (16 studies). Critical findings show that digitalization has not automatically changed performance behavior, performance dialogue is rarely institutionalized, ratings remain vulnerable to formalism and leniency, and the link between ratings and performance-based allowances is not perceived as fair. The review recommends strengthening supervisors' coaching capacity, calibrating ratings across units and conducting more quantitative and comparative research.
