The article provides an assessment of the activities of public (expert, advisory) councils under government structures of modern Russia; the conclusions are based on an analysis of the regulatory legal framework and data from empirical sociological research. The main factors contributing to the improvement of the activities of councils as bodies of civil participation are identified, and practical proposals are made.
