Citizen as a Party to the Soviet Administrative Procedure (on the 100th Anniversary of Professor Nadezhda G. Salischeva)

The article reviews one of the most important ideas of the creative heritage of Professor Nadezhda G. Salischeva, which lies in justification of the procedural status of a citizen as a party to the administrative procedure. It is noted that scientific ideas of Professor N.G. Salischeva had a formative impact on the development of the general administrative procedure theory and the establishment of laws on administrative proceedings, where the main procedural principles and institutions predetermined the legal position of a citizen as a party to the judicial administrative procedure.
