This article explores the strategic role of volunteer management in low-income and resource-constrained environments. It argues that recruitment, training, communication, and recognition are not administrative details but essential elements that determine program sustainability and community trust. Using theory and practice-based evidence, as well as a Southeast Asian case study, the paper shows how structured volunteer management can improve retention, stabilize programs, and amplify impact.
