We present SiriusA-PIC, a phase-invariant memory architecture reframing “context engineering” as structural intelligence. A global state S is updated by monotone deltas (ΔS) from independent modules; states are merged via a commutative, associative, and idempotent join (⊔) and then Canonicalized. Safety is encoded as defaults: severity ordering (PASS < DELAY < BLOCK), time aggregation by until = max, and evidence accumulation by set union (∪). This note fixes the conceptual skeleton for Decision-OS V6 and aligns figures, terminology, and guard semantics for reproducible presentation. The forthcoming short paper will report convergence behavior (PIC v0.1), SAT coupling, and AE findings using the same canonical vocabulary and unified figure style.Version 2: Japanese short paper (8–10 pages) extending the original 1-page research note.This is Version 3 of the Decision-OS V6 (PIC) lineage.Version 3 provides the complete English canonical edition, integratingthe Phase-Invariant Core (PIC), Person×Context mapping, SAT, and AEinto a unified architecture for self-recursive intelligence.
