Decision-OS V6 (PIC): Canonical Memory Architecture for Self-Recursive Intelligence

We present SiriusA-PIC, a phase-invariant memory architecture reframing “context engineering” as structural intelligence. A global state S is updated by monotone deltas (ΔS) from independent modules; states are merged via a commutative, associative, and idempotent join (⊔) and then Canonicalized. Safety is encoded as defaults: severity ordering (PASS < DELAY < BLOCK), time aggregation by until = max, and evidence accumulation by set union (∪). This note fixes the conceptual skeleton for Decision-OS V6 and aligns figures, terminology, and guard semantics for reproducible presentation.
