ABSTRACT: We present a fundamental reformulation of mass-energy relations within the Rozon Recursive Gravity Model (RRGM v6.0). Current physics carries structural debt by treating mass as an intrinsic property of energy. We introduce the Mass-Permission Axiom: mass is not a fundamental quantity but a binary permission state controlled by the Identity Gate. When the Identity Anchor (MI) achieves the Unit Threshold (MI >= 1), energy is granted gravitational permission and manifests as mass. Below threshold (MI < 1), energy persists as weightless information—the Ghost State—creating a "Negative Gravity Ridge" that explains photon behavior, sound propagation, and provides the theoretical basis for identity-phase engineering.
