We conclude the "Omega Framework" by addressing the origin of the fundamental physical constants (alpha, G, Lambda). We reject the static Anthropic Principle in favor of a dynamic mechanism of Cosmological Natural Selection.Building on the topological valve mechanism derived in Paper II, we model the transfer of information through a saturated black hole not as a deterministic copy, but as a quantum state transfer subject to high-energy vacuum tunneling. We analytically derive the "Mutation Rate" of the constants using the Coleman-De Luccia instanton formalism, linking the variance of the constants to the Hawking Temperature of the progenitor singularity.Crucially, we define the Viability Filter: a set of nuclear and thermodynamic constraints that a "Baby Universe" must satisfy to reproduce.
