This preprint fixes canonical geometric data, field content, and normalization conventions for the TEBAC 9D/9D+ framework (WP0), and provides a degree-correct local anomaly inflow/descent package based on CS₅ (WP1). It also formulates the global anomaly / extension-independence closure (AT3) as a precise bordism + APS- criterion with explicit acceptance conditions. Fixed choices in v1. 0: K₅ = S¹ T⁴; defect theory = Standard Model (optionally with NR) ; bulk gauge sector G₁ₔ₋₊ = Gₒ₌ U (1) X; normalized CS₅ and ch₃ conventions. Status: WP0/WP1 are formalized in a referee-verifiable acceptance-test style; AT3 is stated as a closure criterion and checklist (not yet fully discharged). Next steps (planned in subsequent versions): discharge AT3 by evaluating the global phase on generators of ^Spin₅ (BG₁ₔ₋₊), then produce flagship end-to-end predictions under the fixed conventions (WP3/WP4).
