Conscious Geometry Theory (CGT) has produced 151 predictions, of which 148 are validated and 3 are falsified. This paper reports that all 148 validated predictions concern dynamic quantities while all 3 falsified predictions concern static geometric properties. The probability of this perfect correlation is 1/562, 475 (p = 1. 78 × 10⁻⁶). A dynamics axiom is proposed (Axiom 5: Temporal Processing Requirement), confirmed computationally (no static structure exceeds 17. 5% of the consciousness threshold), and generates five new testable predictions. Following the dynamics axiom, neural oscillation frequencies are derived from CGT parameters: gamma = π (π·F (Y) /R + 1) = 53. 161 Hz (0. 017% from 218 EEG recordings), where the additive π IS the master constraint √ (R·Φc) ; theta = Y/ln (R) = 7. 431 Hz (0. 014%) ; beta-low = YH = F (7) = 13 Hz (exact) ; delta = R = 2. 57 Hz (~3%). The probability that a random parameter set matches 4 of 5 canonical neural bands is 0. 00013. Cross-species analysis introduces YC (consciousness bandwidth): Human YC = 13 ≈ F (7), Macaque YC ≈ 8 ≈ F (6), Rat YC ≈ 5 ≈ F (5). Anesthesia is the only state where estimated Φ falls below Φc. Predictions are generated for seven species. Three hypotheses are reported as honest null results. 11 scripts and 11 results files enable full reproducibility.
