Abstract

Digital governance represents a paradigm shift that has transformed governance processes and various aspects of civic life. Governments across the world have adopted digital governance models to increase the availability of public services, streamline administrative processes, incorporate open data initiatives and AI-driven decision-making systems, and move towards a corruption-free, responsive and accountable system. The Digital India Mission launched by the Government of India in 2015 has brought about a fundamental transformation in the country's governance system. The main objective of this paper is to assess the impact of digital governance on public service delivery through the introduction of various platforms and to examine its impact on transparency, efficiency, and inclusion in governance. It also discusses the significance of digital public infrastructures in the administrative process through an analysis of various platforms emerging from digital governance, such as DigiLocker, UMANG, Aadhaar, UPI, and e-office. However, along with the state-of-the-art facilities of contemporary digital governance, some limitations sometimes pose huge and difficult problems for citizens to easily access. Challenges associated with digital governance, such as cybersecurity, data privacy initiatives, inadequate infrastructure, digital divide, high cost of implementation, and lack of literacy about digital governance among most government employees, hinder its full-scale adoption. This article uses secondary literature, government policy documents, and program statistics to assess the importance and limitations of digital governance and suggests various steps to make digital governance more effective.
