Strong gravity on Earth’s surface and weak gravity in deep space form a fundamental observational fact in physics. Newtonian mechanics describes gravity as universal attraction between masses, while general relativity attributes gravity to spacetime curvature. Neither theory explains the persistent dynamic root of gravitational effects. Based on the PFUSRC ontological framework, this paper puts forward that gravity is the projection effect of the four-dimensional Flowing Gradient field onto three-dimensional space. Earth displays strong apparent gravity for it lies within a steep Flowing Gradient zone, whereas space carries weak gravity due to its gentle gradient distribution. Weightlessness originates from vector cancellation of multiple overlapping gradients, and sustained stellar rotation is the material response to the inherent dynamics of the Flowing State. This paper distinguishes the Flowing Gradient field (ontological substrate) from apparent effective gravity (observational phenomenon), builds the causal chain: topological location → Flowing Gradient morphology → gravitational intensity, and lists four falsifiable experimental conditions. Together with PFUSRC-PHEN-001, this paper forms the dual phenomenological validation system of the PFUSRC topological ontology.
