Assessing the feasibility of the pilot model for university autonomy at University of Transport Ho Chi Minh City

This study assesses the feasibility of implementing a pilot model of university autonomy at University of Transport Ho Chi Minh City (UTH). Based on an analysis of international experiences and the domestic context, the results indicate that UTH has met the necessary conditions for autonomy, including improving governance structure, achieving quality accreditation standards, developing a transparent financial mechanism, enhancing staff development, and expanding training and research scale. However, to ensure success, the University needs to continue refining its internal management system, strengthening governance capacity, and diversifying income sources. With the appropriate conditions and orientation, UTH is fully capable of effectively implementing the autonomy model, affirming its pioneering position in the field of transportation, while providing valuable lessons for other public universities in the process of transitioning to autonomy.
