From Technological Sovereignty to Technological Leadership. Some Aspects of Digital Transformation of Public Administration and Creation of a National System for Monitoring Decisions

The article analyzes the updated national development goals of the Russian Federation, approved on May 7, 2024, in the context of digitalization of public administration. The key challenges and opportunities for implementing projects in this area are considered through the prism of economic efficiency, risk management and adaptation of project management methodologies. Particular attention is paid to the role of interdepartmental coordination and the integration of digital solutions into existing administrative processes. The importance of integrating environmental, technological and digital data to ensure sustainable development is emphasized. The creation of a National Monitoring System (NMS) is proposed as an innovative solution, which can overcome the fragmentation of information flows and ensure synergy between different areas.
