Analysis of international monitoring practices to improve innovation assessment systems in Russian regions.
The article presents the results of the assessment of the problems of forming a national system of indicators applicable in the course of assessing the innovative activity of regional subjects of Russia. The factors that influence innovation activity and motivate the need for monitoring are considered. International experience in creating indicator systems used to monitor the innovation activity of territories is analyzed. Based on this, recommendations have been developed for creating our own system of indicators used to assess the innovative activity of Russian regions. The results of the study are a proposed table of indicators for monitoring the regional innovation system, which allows us to assess how sustainable and balanced development of the territory is ensured when calculating the effectiveness of regional innovation policy.
