The state of treatment and adequacy of city planning designing documentation concerning the content, quality and defectiveness of projects and programs for green zone of large-scale city (metropolis) for example of long-lived experience as to general planning for Kyiv and its suburban zone on the background of analysis of the materials concerning Programme of complex development for the green zone of Kyiv, which was confirmed by Kyiv’s City Rada 19.07.2005 years, were observed in the first part of that investigation. The specific feature of the present Programme is firstly realized verification and measuring on the digital topographical underlay of objects of network of greenery planted territories for universal using (but not without incompetent instrusion), and also putting tasks for the application of current theoretical-methodological concepts as to the same reality, which is becoming the phenomenon "green zone" – a material substratum for the decision of basic city planning problems and overcoming the circumstances of present civilization crisis. It was ascertained that the availability of the numerous data conformably to ecocondition of large-scale cities, learning the balance of materials, which are consumed and extracted by them and are suitable assessment of quality of the vital activity conditions, services of natural resources, questions of their using and resumption (which are linked with the targets of transformation of settling environment as landscape infrastructure) – constructive approaches and means of attraction and application of these data for the solution of integral city planning questions are not yet found. It was registered that one of the causes of this knowledge gap is predomination of concept "conservation of city surroundings" and appropriate treatments "scheme for conservation", which are frequently autonomous and go before (whether to substitute or to misrepresent a content) the decisions of general strategically city planning designing that breaks the integrity and coordination of acts for transformation of the heterogeneous components of urban environment. It was also underlined that known schemes of "ideal cities" and "ecosettlements" (from "garden city" by E.Houward to ideas "new urbanism") and the suggestions concerning "polarization of landscape" (for example by B.B.Rodoman) is on principle unacceptable (artificial, utopian), as and numerous attempts to simplify the decision of the problems of achievement "ecological equilibrium" with application metaphorical notions "ecological carcass" if "natural carcass". They have a meaningful less-value of descriptive approach and semantic "brittleness" and aberration, provoking to use a primitive-mechanistic methods for projection, which ignores all aspects of planning interworking (interaction) of natural, technogenic and sociumal components of settling environment. The effectiveness of searching a definition and distinguishing of notions about "framework" and grounding the essentiality of concept "infrastructure" as materialization of action of ontical mechanisms for becoming and dynamics of landscape was demonstrated. The question is about "urban framework" that splits up (by A.P.Kovalev) the zones of "passive" and "intensive" living (environmental fields of "business activity"). That is to say about the substance continuum of settling phenomena, which has different fragments of thickening (resonances) of activity and interaction of the components of process-environmental things ("frameworks") whether discharging of such interactions ("fields of effects") owing to acting the invariant aggregates of transcendent planning technologies. The historical becoming of landscape-infrastructure notions was followed in the process of general analysis of stage city planning decisions of General plans for Kyiv and Programs (projects) of green zone (if complex green zone) for Kyiv during the 50 years period, when the comprehension was being reached about exactly the complex (unitary) green zone for city and its suburban zone (metropolis) and overcoming a statical opinion on the content of "green zone" as exclusively an unbroken outside belt around the city. At the same time it was registered that during the space of tens years the common irresistible inventorying problem of forming and development of the Kyiv’s green zone was lack of reliable and authentic information concerning fixed number, boundary, area and condition of greenery planted territories (till 2005 years, when the efficient hitherto Programme complex development for Kyiv’s green zone was worked) while the financing of operation the communal enterprises on planting with verdure of city was connected with departmental "gross" indexes (indices) of territorial areas, which were located on their balance. The real tendency of decrease a level of provision for the urban population with greenery planted territories for universal using on the background of overestimating (perversion) inventory data in average on 20 – 22% for "demonstration" a certain onward to normative indices were followed. As it was established those negative tendencies prearranged the intensive growth of number of the inhabitants attached to small augmentation (whether owing to a certain losses and not purpose-oriented using) greenery planted territories for universal using, in addition to that the complex qualitative valuation of such territories was carried out nearly 40 years therefore. Thus, the indices for green zone development at efficient General plan for Kyiv (with the consideration of foreseen broadening its projected boundaries), which were treated in 2002, have determined mistakes and therefore are in need of correction in current treatment for the following general planning strategically decisions on the base of using (among them) information-calculation basis of the efficient Programme of development the Kyiv’s green zone.
