It was represented and considered the estimation of the results of monitoring attempt concerning the accomplishment of the tasks of effectual Programme for complex development of green zone of Kyiv, in which in due time the characteristics and functional-spatial parameters of green territorial network were detailed, specified and verificated. This network was elaborated as a part of planning decisions of efficient General plan for Kyiv and planning scheme of its suburban zone concerning functioning, forming, development and reproduction for the Kyiv’s process-environment area of settling. The results of that monitoring, as it was shown can’t be admitted as satisfactory concerning general number of analysis objects (near 70%) and as to the quality and profundity of uncovered causes, scales and upshots under not accomplishment (defiance) the decisions of this Programme. The basic part of analytical problems (as regards) of the condition of green territories network of general (public) use was stipulated by numerous incompetent (often also illegal) Kyiv city Rada decisions concerning "creating of green zones (?)" (but on the base of plots, which do not meet the typological demands to such territories or once more concerning long since existing territories, but to another address, or illegal at the expense of territories of a restricted use) whether exemption of considerable territories within the boundary of green zone for unpurpose-oriented using with the violation of legal rules of effective (valid) land, nature protection and city planning laws, and also – the planning decisions of the efficient General plan for Kyiv. A list of "problem territories" was determined and as to them foreseen an ascertainment of possible (or real) negative irrecoverable results in case of the scale exclusions and destructions of the greenery planted territories of universal using would be done (realized), and also in case of not solving of these "problem questions" the existence of such territories concerning renewal of their boundaries, areas, preservation and taking into, consideration their purpose-oriented using of suitable infrastructural objects for recreational, sporting and cultural and social (consumer) services and also – areas of water, useful for an organized rest? One more also existing problem concerns the forming and conservation of the unitary network of greenery planted territories and aquatoriums, diverse objects of natural-protected fund and objects of cultural inheritance of metropolis as econetwork basis for Kyiv and Kyiv’s region, including fixation (territorial consolidation) elements "Emerald (Smaragd) network" of Ukraine and Europe. The recommendation and demands for ascertainment of real and perspective parameters of large number of individual greenery planted territories of universal using and forest park massifs, and also the remarks to proposals concerning the renovation of efficient Programme of Kyiv’s green zone within the framework of necessary works in reference to moving the well-founded modifications to efficient Kyiv’s General plan and its suburban zone were formulated. There are several well-known facts concerning the rise of "problem territories", which are linked with strings of prompts or dilettante decisions of administrative power of Kyiv and country (with unprecedented infringement of valid legislation state building norms, sanitary regulations (rules) for planning and building of territories), especially as regards for following treatment the numerous detail plans of territories on the base of referring (sending) on the non-existent in law (legal) frame-work unlawful "new" pseudo-general plan for Kyiv, which caused the large-scale (and accordingly – illegal) house building (among them owing to the greenery planted territories, which are particularly protected by the law), too long social conflicts and economic major casualties. It was demonstrated that practically there are no available resources for the development of the network of greenery planted territories for general using and therefore to necessitate the preserving and renewal of these territories and create new objects of green plantations building in the zones that are determinated by General plan of Kyiv and suitable Programme of green zone.
