Study shows human capital development is crucial for technological sovereignty in Russia, indicating a need for institutional modernization.
Ensuring technological sovereignty is a strategic task that facilitates the transition of our country to a qualitatively new model of economic development. The presented study shows that its integral attribute is a high level of human capital development. The solution to this problem involves the formation of a knowledge economy, which is impossible without institutional modernization, which involves rethinking the content of human capital as an economic category and as a basis for building a model of transition to technological sovereignty. This study substantiates proposals aimed at creating an architectural and institutional model that ensures the transition from fragmented knowledge management to multi-level cognitive coordination of management efforts at all levels of public administration.
