Best Practices Originate in Regions: Experience of Territorial Institutions of the Bank of Russia in Developing Financial Literacy and Forming Financial Culture

The author of the article analyzed the experience of territorial branches of the Bank of Russia in submitting financial literacy practices to federal catalogs for the period from 2021 to 2024. He proposed a classification of their involvement level (maximum, average, minimum) and identified regions where participation was excluded. The article also examined a potential conflict of interest for the Bank of Russia as an organizer of the “Capital of Financial Culture” competition and suggested amendments to the contest documentation aimed at enhancing transparency.
